The August 1987 Mojave Incident

The Stranded Traveler

Sterling Vance was a man who lived on the fringes. He was a professional gambler and a self-taught radio mechanic. On a sweltering night in August 1987, while crossing the Mojave, he witnessed what he initially thought was a meteor crash into a dry lake bed. He immediately went to investigate.

When Vance arrived to the crash site, he didn't find a saucer; he found a craft that looked like a jagged piece of obsidian glass. Inside was a humanoid being. The being did not appear to be injured, but he seemed slightly dazed. The being exited the craft slowly—somehow transmitting peaceful intentions to Vance who watched in disbelief. The being spoke to Vance in a language Vance had never heard before, however, Vance was able to understand what was being said. As Vance later learned, the being's ship was equipped with a "Universal Wave Interpreter." This device allowed anyone within its effective area of 50 feet to hear any communication in their own language.

High Chancellor Vallorum

The being explained that he was called Vallorum, High Chancellor of the Galactic Council of Planets. He stood 6'6" tall, his skin was the color of weathered jade, and most strikingly, the area around his temples was open in three distinct slits that fluttered like a fish’s gills as he gasped in the dry desert air. He was thin, but his jade skin rippled with musculature beneath the surface. The only clues that The Chancellor was not human were the green hued skin and gills. He was adorned in robes that appeared to have been spun from golden thread.

The Chancellor explained that he was on the run from The Dominion, a revolutionary group that was trying to overthrow the Galactic Council and seize power for themselves. During his escape his ship was knocked off course and was about to crash into Sol (our sun). The Chancellor was ushered into his escape capsule. The capsule was launched from the ship just as the ship crashed into the sun. The ship's FTL (faster than light) drive exploded, causing temporal distortions. These temporal distortions affected the Chancellor's escape capsule, sending it through time dilations and eventually crashing in 1987, 500 years in the Chancellor's past.

The Trade of a Lifetime

The Chancellor was stranded lightyears from home and centuries in the past. He would have to repair his capsule if he had any hope of returning. The Chancellor asked Vance for aid. Sterling Vance didn't have futuristic components, but he had a truck full of spare parts and a soldering iron.

The Chancellor pressed a button on the capsule. The capsule then began to hover a few feet off the ground. Vance and the Chancellor worked together to then move the capsule to the bed of Vance's truck. Covering the capsule with a tarp, they loaded into Vance's truck and headed out of the desert. Vance brought the Chancellor and the capsule to his house on the outskirts of Pahrump, Nevada. The Chancellor and Vance moved the shuttle into Vance's basement where they could conduct repairs out of the public eye. Over the next several days, Vance and the Chancellor were able to repair the ship's fried circuits using 1980s circuit boards, copper wiring and lead solder.

The Chancellor Goes Home

To repay the man who saved him, the Chancellor opened his Chronological Ledger. He showed Vance a digital record of the next 400 years of Earth’s history—specifically the outcomes of every major sporting event and market shift. He gave Vance the means to build the Foundation. The Chancellor warned Vance to use his newfound knowledge carefully; The Dominion has eyes throughout time and space. If Vance's luck changed suddenly and he won too many large bets, The Dominion would know something had changed in the past and come for him. Too many changes could also alter the future of the planet. Vance took the warning to heart, knowing that great power must also come with great responsibility.

The Chancellor then climbed into his capsule and the door slid shut. After several moments, the capsule began to glow with a purple light, spun in place and slowly faded from sight.

The Promised Return

Before the Chancellor departed, he left Sterling with a singular mandate:

"Sterling Vance, you have bridged the gap between our eras with simple wire and solder. But my work is not finished. In the year 2063 — on the fifth day of April on your Earth calendar — the Galactic Council of Planets will officially arrive to invite Earth into the fold. But for that day to happen, the timeline must be protected."

"You must build a Foundation. Use the information I gave you from the Ledger to gather the resources of your world, but do not hoard them. Seek out the Keepers. They shall prepare the landing zones and stabilize the frequencies. The Keepers shall spread the word of the Foundation. You must spread the word across the globe. If the Foundation fails, the Dominion wins, and Earth will never see the stars."

The Chancellor then engaged his repaired drive and vanished, leaving Sterling Vance with a handwritten ledger and a mission that would span decades.

The Continuing Mission of the First Wave Foundation

The members of The First Wave Foundation have dedicated themselves to maintaining the frequency balance across the planet in order to ensure Earth stays within the temporal frequency to allow High Chancellor Vallorum's return on April 5, 2063. We utilize the latest technology to connect sectors of the planet to the wave network. The Coalition of Council Keepers are a specialized unit of the Foundation charged with keeping the harmonic wave frequency stable. The Dominion is actively working against this goal. If Earth does not join the Galactic Council of Planets in 2063, this will change the entire course of the Dominion War in the future, ensuring a Dominion victory, and the enslavement of all human life in the galaxy.
